Rachel C. Ybarra, Assistant Vice President - External Affairs Operations at AT&T. With over twenty-five years of progressive financial management experience, she has responsibility for the allocation of strategic economic and financial resources for a multi-million-dollar business unit to align with the future.
Rachel’s experience ranges from corporate financial planning of a $42 billion business unit, development of regional sales commissions plans, national technology systems, processes, and policies, to the development of AT&T corporate-wide contribution and lobbying systems, corporate-wide implementations, nationwide organization consolidations, development of giving AT&T Board reporting, the development of External and Legislative Affairs Economic Valuation program, the development of the first AT&T political engagement report, the creation of strategic force - and state tiering- models to ensure allocation parity and the implementation of a self-managing culture through transparency and technology.
Rachel holds a Bachelors of Business Administration in Accounting and a Masters in Professional Accounting from the University of Texas at Austin and is a graduate of Southern Methodist University (SMU) – Cox School of Business Corporate Executive Education — Hispanic Leadership Development Program. Rachel also completed a Financial Valuation and Analysis Program at the Center for the Advancement of Value Investing in Toronto, Canada, in 2014. In 2016 and 2019, she completed The General Leadership Certificate and The Strategic Decision and Risk Management Certification at The University of Texas at Austin Executive Education Program, respectively.
Rachel is a CPA in the state of Texas and holds as CGMA. She enjoys the craft of learning and all things related to empowering people to financial independence.
