Emina Umarov is an innovation scholar at the U.S. Chamber of Commerce Foundation, where she is passionate about contributing to initiatives focused on innovation, emerging technologies, economic competitiveness, and global challenges. She brings experience across government, research, and policy environments, with a focus on the intersection of technology, national security, and geopolitical risk.

Prior to joining the Foundation, Emina served as an Emerging Technology and National Security Consultant with the Atlantic Council’s Digital Forensic Research Lab (DFRLab), where she contributed to research on China's Digital Silk Road, digital infrastructure, and the strategic implications of emerging technologies in Southeast Asia. Her experience also includes service in the U.S. House of Representatives, international study at Sciences Po University in Paris, and published research examining irregular competition, security strategy, and national security policy.

Emina holds a Master of Arts in Security Policy Studies with a concentration in Science and Technology from the George Washington University Elliott School of International Affairs and a Bachelor of Arts in Psychology, magna cum laude, from the University of Memphis. A first-generation American from an Uzbek family, she is passionate about strengthening America's innovative capacity, advancing public-private collaboration, and addressing the strategic challenges shaping the future of technology and global security.
